For a native full-screen vertical Reel, 9:16 on a 1080 by 1920 canvas is the practical production start. The precise picture is wider: Instagram currently accepts Reel uploads with an aspect ratio anywhere between 1.91:1 and 9:16, with a minimum resolution of 720 pixels and a minimum frame rate of 30 FPS.

Four workflows, again
Organic Reels take the broad range above; accepted is not the same as well-composed, and a 1.91:1 upload in a vertical surface is mostly unused screen. The cover is its own asset: currently recommended at 420 by 654 pixels (1:1.55), and per Instagram's documentation it cannot be edited after upload, which makes designing and approving it before upload the only sane order. Boosting an existing Reel currently requires it to be shorter than 90 seconds and full-screen 9:16; a Reel planned as paid creative gets its eligibility checked first. Reels ads via Ads Manager take full-screen vertical video up to 15 minutes, built and previewed per placement.
A Reel that works organically is not automatically approved for every paid workflow; the same file crosses three different rule books.
Is 1080 by 1920 mandatory?
No. It is the common full-HD choice inside a family (540 by 960, 720 by 1280, 1440 by 2560) that all satisfies the 720-pixel minimum. Note the minimum is one number, not a width-times-height pair; resist inflating it into an invented requirement. Frame rate is its own axis: 30 FPS minimum, and raising it never repairs a low-quality source.
The cover deserves ten minutes
Since it cannot be changed later, treat the cover as a small design task: representative of the actual content, readable at grid size, no motion-blur frame, no caption caught mid-sentence, no odd expression. A deliberately designed cover beats a lucky freeze-frame every time, and the grid preview crops differently from the full-screen view, so check both.
Composition and safe zones
The full-screen surface stacks account info, engagement controls, audio info and, for ads, CTA elements over the frame. Keep faces, product details, captions, logos, statistics and qualifying text in the protected area, use Meta's current safe-zone checker for ad placements, and inspect the organic preview on a real phone. Caption placement follows the scene, as ever: clear of the face on a talking head, clear of the action in a demo, in its own zone over screen recordings.
One more honest setting: Instagram's upload-quality option ("upload at highest quality") helps at the margin and replaces nothing; source quality and export quality still decide the outcome, with Instagram's processing as the final filter.
